In printmaking, a "monotype" only ever has a single print, hence they are labelled "1/1". This is due the nature of the printing process: ink is applied (painted, smeared, manipulated) to a piece of plexiglass, a sheet of paper placed over it, and run through the press. The artist never knows exactly what will result.
For this print, tulips were painted onto the plexiglass sheet and the paper was run through the press. Next, a lino block was carved with the border and "spines" of the tulips, and the paper was run through the press again.
